17 June 2016, New York – Second European Union Statement Non-paper on possible elements for the HL Plenary Meeting on addressing of large movements of refugees and migrants
Excellences, distinguished delegates, ladies and gentlemen,
I have the honour to speak on behalf of the European Union and its Member States.
As stressed last week, we are pleased to start the discussions on the content and outcome of the 19 September high level event on the large movements of refugees and migrants. We have given a detailed picture of our position on your non-paper on 9 June and would like to take this opportunity to reiterate our support for your proposals regarding the form and scope of the outcome document as well as your suggestion to also agree on a global compact on responsibility sharing for refugees annexed to the latter.
In addition, to our statement last week, we would like to comment on some issues mentioned by other delegations.
As stressed by Mexico, Turkey, China and others, we recognize the positive impact of orderly, safe, regular and responsible migration can have and support the Global campaign against xenophobia, as proposed by the SG in his report and also mentioned in the non-paper.
We also support the inclusion of internally displaced persons in the discussion on the high-level meeting – how to protect and assist IDPs needs to be addressed in order to leave no one behind.
We need to be careful, not to set up artificial categories for migrants, as proposed by one delegation. We should ensure the protection of the human rights of all migrants, regardless of their status, and stress the respect of international legal obligations.
