11 October 2016, New York – Statement on behalf of the Member States of the European Union by Ms. Carmen Csernelházi, Counsellor at the European Union Delegation to the United Nations, 71st Session of the General Assembly Fifth Committee on Agenda item 139: Human Resources Management

Madame la Présidente, j’ai l’honneur de prononcer cette déclaration au nom des États Membres de l’Union européenne.

Madam Chair,

  • Thank you for the opportunity to discuss this important issue of concern to us all. I would also like to thank Mr. Victor Kisob for his introduction of the note by the Secretary General, as well as Mr. Carlos Ruiz Massieu, Chair of the ACABQ for the presentation of their report contained in document A/70/961. The EU MS recognize the challenges faced by the Secretariat in the implementation of the new compensation package for staff in the Professional and higher categories.
  • We are therefore encouraged by the confirmation just given that a solution to this problem has been identified, which respects the implementation dates mandated by the General Assembly, and also limits the need to conduct recalculation of payments to the staff. We trust this can be done in the most efficient and effective manner. In this context we would like to stress the importance of maintaining coherence among United Nations common system organizations.
  • In view of the foregoing, we trust the Secretary-General will ensure that the implementation of the new compensation package is in full compliance with the mandated effective dates set out in Assembly resolution 70/244. The EU MS also underline the importance of keeping staff fully informed of developments.

Madam Chair,

  • Finally, let me express our commitment to play a constructive role in the discussions on this important issue.

I thank you, Madam Chair.
