Madam Chair,

The GA resolution 66/47 invites States not only to review progress made in the implementation of the PoA, but also encourages them, subject to the agenda of the conference to be agreed by the PrepCom, to explore ways to strengthen its implementation.

The European Union wants to stress that it is not its intention to propose reopening or rewriting the PoA nor to initiate a long and fruitless discussion on famously controversial individual issues from the past.

It is our understanding that this review process includes to assess the progress made in the implementation of the PoA and to explore ways to strengthen the implementation of the PoA, to exchange our views on what we have learned from the past and to identify those areas where significant concerted efforts are further needed to fully implement the PoA.

Thank you Madam Chair.
