EU at the UN

The EU's commitment to effective multilateralism, with the UN at its core, is a central element of its external action. As a UN observer with enhanced status, the EU delegation coordinates with its 28 Member States to speak with one voice. The EU also works closely with the UN secretariat and its agencies, funds & programmes, partnering on a range of global issues and challenges.

  1. We would like to express our great satisfaction with the adoption by the UN General Assembly of the balanced and robust ATT that emerged from seven-year long negotiations.
  1. This Treaty is the product of a comprehensive and inclusive process, which has allowed all UN MS to express their views and see them reflected in the final text elaborated by the UN Conference and adopted today by this Assembly. The international community can claim full ownership of this new landmark international instrument.
  1. The treaty we have agreed will make trade in conventional arms more responsible and transparent, reduce human suffering, and tangibly contribute to international peace, security, and stability.
  1. The treaty contains strong parameters, including on international humanitarian and human rights law – the golden rule is reflected in it. The treaty covers a wide range of arms, including ammunition and parts and components. It contains clear transparency provisions.
  1. We have a strong treaty that will be capable of adapting to future developments, including technological ones.
  1. These are all elements of a Treaty that allow us to meet the ambitious objective set by this same Assembly in its previous resolutions. We have managed to adopt a strong and robust ATT that establishes the highest common international standards for the international transfer of conventional arms.
  1. The EU has been actively engaged in the entire ATT process and will continue to be engaged in its next stages to ensure swift entry into force, the universalization of the treaty, and to support the effective implementation of the Treaty by all States. We urge all UN MS to sign and ratify the Treaty as soon as possible to make sure that it can make a difference to our citizens and improve their security.
