We would like, on behalf of the EU countries, to welcome the informal adoption of the Strategic Framework for Peacebulding in the Central African Republic. We appreciate the contribution of the Government of the Central African Republic and of all stakeholders to the preparation of this very important document. We would like, especially, to thank you, Mr. Chairman and your team as well as the PBSO for the tireless efforts.
The Central African Republic was only placed on the agenda of the PBC in June 2008, but a great deal was achieved during this relatively short period. The adoption of the Strategic Framework in so short a period of time shows the efficiency of the work of the Peacebuilding Commission.
The Strategic Framework contains a set of concrete goals to be achieved. We welcome this approach that will facilitate the monitoring of the implementation of the Framework.
We fully support the priorities of the Strategic Framework. The security sector reform, including the DDR, is most urgent task. We praise all parties of the inclusive political dialogue in the Central African Republic for their determination to actively work towards this goal. We strongly encourage two newly appeared rebel groups to refrain from any sort of violence and to join the inclusive process.
The good governance and the rule of law are the basic conditions for the success of the peacebuilding efforts in the CAR. The Strategic Framework contains a set of very important goals, the implementation of which will allow substantive improvement of the political, social and economic conditions of the lives of the people.
The establishment, with the support of the European Commission, of 10 development hubs would considerably change the situation in the country. This project will help to revitalize local economies and to restore the authority of the State that will be able to ensure the availability and access to basic social services also outside the capital.
With the adoption of the Strategic Framework, we have concluded the first stage of our work. But the most difficult part, namely the implementation of the ambitious goals of the framework, lies ahead. is in front us. We wish the people of the Central African Republic the full success in this important endeavor. We take this opportunity to reiterate full support of the European Unions countries.
