EU at the UN

The EU's commitment to effective multilateralism, with the UN at its core, is a central element of its external action. As a UN observer with enhanced status, the EU delegation coordinates with its 28 Member States to speak with one voice. The EU also works closely with the UN secretariat and its agencies, funds & programmes, partnering on a range of global issues and challenges.

25 October 2016, New York – European Union Intervention at the 71st United Nations General Assembly Third Committee Interactive Dialogue with the Special Rapporteur on the Right of everyone to the enjoyment of the highest attainable standard of physical and mental health, Mr. Danius Puras

On behalf of the European Union and its Member States, allow me first to express our gratitude to the Special Rapporteur, Mr Danius Puras, for his presentation and efforts in addressing the important issues related to the right of everyone to the enjoyment of the highest attainable standard of physical and mental health. The EU remains supportive of this mandate and your independent work. We stand ready to work with you in all aspects of implementing your mandate, and particularly welcome the focus of this year’s report on the interlinkages between the right to health and the Sustainable Development Goals.

We fully agree with your assessment that health is crucial to the SDGs, both as a means and a result of their implementation. In this regard, we would appreciate your thoughts on a couple of specific issues:

  1. Your report points out that, while almost all of the 17 goals contain elements linked to health, including goals on gender equality and on peaceful and inclusive societies, many of their targets are one-sided and lack a human rights perspective. How can these flaws be rectified in the implementation phase, for instance at the ninth Global Conference on Health Promotion and in other fora?
  2. Another cross-cutting issue in the 2030 Agenda is combatting violence. Could you provide some examples of good practices and guidance on how to more effectively address various forms of violence as a public health issue?
